On 17 March 1992, the Israeli Embassy in Buenos Aires was bombed, killing 29 people and wounding 242. The group Islamic Jihad Organization, with roots in the Lebanon Civil War, assumed responsibility. Evidences came that the terrorists planned the attack in the tri-border area.
The Lebanese Imad Mughniyah, member of Hezbollah, was indicted in Argentina for this attack. Mughniyah took part in the US list of the 22 most wanted terrorists, because of the 1983 bombings of the US Embassy and the US and French barracks in Lebanon. He was murdered in a car bombing in Syria in February 2008. It was reported in October 2008, by Corriere della Sera and The Jerusalem Post, that senior Iranian intelligence official Muhammad Riza Zahdi has taken over the position of Hezbollah military commander, vacated when Imad Mughniyah was murdered. This shows the close relationship between Mughniyah, Hezbollah and Iran. And even Hamas and Syria, because it was said by Stratfor Intelligence[1] that at the time of the strike, Mughniyah was returning to a vehicle after meeting with Hamas and Syrian intelligence operatives. In 2007, Stratfor Intelligence considered that Mugniyah “is not simply a terrorist or a terrorist trainer; he treats terrorism almost as an art form…This makes him absolutely critical to Iranian military strategy”[2].
The Asociación Mutual Israelita Argentina (AMIA) was attacked on 18 July 1994 by a car bomb, 85 people were killed. The investigation involved cover-ups, an ex-president (Carlos Menem) and corruption. Finally, Argentinean Justice accused Hezbollah and Iran and it was considered that the terrorists entered Argentina through the tri-border region.
On 7 November 2007, Interpol’s supreme governing body, its General Assembly, approved the publishing of Red Notices (also known as international wanted persons notices) requested by the Argentinean National Central Bureau for six individuals sought for arrest by Argentina in connection with the AMIA bombing. Imad Mughniyah was one of them and the other five are Iranians. One of these Iranians, Ahmad Vahidi, became Iran’s Defence Minister in August 2009.
Interpol tried to bring Argentina and Iran to the table to discuss the subject. On 12 March 2010, Interpol hosts Argentina and Iran meeting on the AMIA bombing. But, it was impossible to find any possibility of agreement. In its release, Interpol argued that its “belief is that by continuing to engage both Iran and Argentina in a variety of contexts, progress can be made.  For example, during the 10 March 2010 meeting, a practical suggestion was discussed that would designate Interpol as the conduit by which information would be exchanged between both countries.  At the conclusion of that meeting, even that suggestion seemed unacceptable”[3].
The US Federal Research Division considers that Islamic terrorist changed tactics as of 1994. It said that “since the1994 attack, Islamic terrorists in the tri-border region have largely confined their activities to criminal fundraising and other activities in support of their terrorist organizations, including plotting terrorist actions to be carried out in other countries”[4].
